Status as of 10 October 2026: based on Federal Decree-Law 29/2021 on the entry and residence of foreigners, its executive regulation (Cabinet Resolution 65/2022), the current ICP and GDRFA Dubai service pages, the Corporate Tax Law (Federal Decree-Law 47/2022) and Cabinet Decision 85/2022 on tax residence. We will update this guide when the rules change.
This is episode 3 of our series on a second residence outside the European Union. In episode 1 we looked at Mexico, a large country with an income-based card, and in episode 2 at Paraguay, a quiet reserve built over two years. The United Arab Emirates is a third kind of proposition: not a sleepy fallback, but one of the busiest crossroads on earth, between Europe, Asia and Africa.
A person whose passport, bank account and right to live somewhere all depend on one state has given that state a great deal of power over their life. A second lawful residence spreads that power a little. It is an extra door, built calmly, while nothing is on fire.
The UAE has the opposite problem to Paraguay: it is over-sold, often by people who earn a commission when you buy a flat or a licence. This guide sticks to what the law and the official service pages say in 2026.
Why the UAE keeps coming up
A modest tax state. The UAE does not levy a federal personal income tax on salaries or on personal investment income. Companies pay a 9% corporate tax on taxable profit above AED 375,000, and VAT is 5%. We will come back to the conditions, because they matter.
Residence routes for people who build things. Owning a company, freelancing or investing can each lead to residence. You do not need an employer to vouch for you.
Order and safety. Safe streets, enforced contracts, public services on apps rather than in queues.
Room for faith and family. Christians are a minority, yet they worship openly in churches built on land granted by the rulers. St Mary's Catholic Church in Dubai has served the city since the 1960s, St Joseph's Cathedral stands in Abu Dhabi, and Pope Francis celebrated Mass in Abu Dhabi in 2019. Since February 2023, non-Muslim residents can marry, divorce and settle inheritance under a federal civil personal status law instead of religious family law.
There is another side, and an honest guide states it. The UAE is a federation of hereditary monarchies. Economic freedom is wide; freedom of speech and assembly is narrow, and rules on public conduct are stricter than in Europe. Law and morality are not the same thing, here or anywhere: our job is to describe what the law requires so you can decide with open eyes, not to tell you how to feel about it.
Three real routes to residence
UAE residence is always tied to a reason: a company, a job, a property, a deposit or a talent. When the reason ends, the residence can end too.
1. Your own company: the investor or partner visa
The most common route for founders is to set up a company, either on the mainland (in Dubai through the Department of Economy and Tourism) or in one of the many free zones, and to take residence as its owner or partner. The licence comes first, then the establishment card, then the residence visa for you, and later for your family.
This visa is usually issued for two years and renewed while the company is alive and its licence is valid. It is the cheapest entry point, and it comes with the strictest presence rule of the three routes, explained below. A company also brings duties: accounts, corporate tax filings and an accepted office or flexi-desk.
2. The Green Visa: five years, self-sponsored
The Green Visa is a five-year renewable residence that needs no sponsor. The two categories most relevant to our readers:
Freelancers and the self-employed: a freelance or self-employment permit from the Ministry of Human Resources and Emiratisation (MOHRE), at least a bachelor's degree or specialised diploma, and annual self-employment income of at least AED 360,000 in each of the previous two years, or proof of financial solvency for the whole stay.
Skilled employees: a UAE employment contract, a professional level of 1 to 3 in the MOHRE classification, at least a bachelor's degree and a monthly salary of at least AED 15,000.
A third category covers investors and partners with an approved investment. Green holders can sponsor their family and are exempt from the six-month rule.
3. The Golden Visa: ten years
The Golden Visa is the long-term residence most people have heard of. The investor categories:
Real estate: one or more properties in the UAE worth at least AED 2 million in total, including off-plan units bought from an approved developer, for a ten-year residence. ICP accepts a property financed by an approved local bank; in Dubai a lien is placed on the property for the life of the residence, so ask the Land Department how much must already be paid before you apply.
Public investment: a deposit of at least AED 2 million in an approved investment fund, or a company with at least AED 2 million of capital, or a company that pays at least AED 250,000 a year in tax. In Dubai a frozen bank deposit of AED 2 million is also listed.
Entrepreneurs, exceptional talents and top students have their own categories, each with its own criteria.
What the Golden Visa adds: no sponsor, the right to sponsor your spouse and children, and the freedom to stay outside the UAE for more than six months without losing the residence. What it does not change: if the condition behind it disappears, for example the property is sold, the residence can be cancelled.
Every trip, in order
At home, before you fly. Valid passport, photos, and civil documents (marriage certificate, children's birth certificates) attested for UAE use. Green Visa applicants also need their degree attested. Property buyers sign and register the purchase; founders pick the licence and the authority.
Entry. Romanian and German citizens enter the UAE without a visa for up to 90 days within 180 days. Residence is processed from that entry or through an entry permit issued by the authority.
In the country. A medical fitness test, biometrics (fingerprints and photo) for the Emirates ID, and the residence approval. Plan one trip of one to three weeks for this stage.
After the Emirates ID. Now you can realistically open a bank account and sponsor your family.
Later. Renewals before expiry, and at least the trips your route requires to keep the residence alive.
UAE banks run some of the toughest checks in the world and close accounts quickly when a file looks thin; here as in Europe, they increasingly act as an arm of the state's compliance machine. A clean, consistent file on source of funds and tax residence is the best answer, which is why our piece on international company structures insists on coherence before cleverness.
Presence rules: the six-month line
For a standard residence visa, including the company visa, the rule is simple: if you stay outside the UAE for more than 180 days in a row, the residence visa is automatically cancelled.
Golden and Green Visa holders are exempt. ICP states that they may enter at any time as long as the residence is valid. This is the main reason the Golden Visa suits people whose real life stays in Europe.
What the UAE card does and does not do
It is a real, state-issued right to live and work in the UAE, with an Emirates ID for banking, leases and schools.
It does not decide your tax residence. Under Cabinet Decision 85/2022 an individual is UAE tax resident if their usual place of residence and centre of financial and personal interests are in the UAE, or after 183 days in the country within twelve months, or after 90 days for a residence permit holder who also has a permanent home or work or business in the UAE. Your current country applies its own tests regardless. A Romanian who keeps the centre of vital interests in Romania stays taxable there; Romania and the UAE have a tax treaty, so a tie-breaker exists. There has been no Germany-UAE double tax treaty since 1 January 2022, so a German who keeps a home in Germany usually stays fully taxable in Germany, with no treaty to settle the conflict. Cyprus and the UAE have a treaty in force since 2014. Declare your real tax residence on every bank and CRS form.
The company side is not a blank cheque. The 9% rate applies above AED 375,000 of taxable income. A Qualifying Free Zone Person can apply a 0% rate to qualifying income only, and only with real substance in the free zone: people, premises and decisions. Since 2024 an individual's business income is also in scope once UAE business turnover passes AED 1 million a year. And where a company is really managed matters: a UAE licence run entirely from a laptop in another country invites questions from both tax offices.
It is not a passport. The UAE has no ordinary naturalisation route for foreigners. Since 2021 citizenship can be granted to a small number of investors and professionals, but only by nomination, never by application.
Nobody but the UAE authorities can approve it. No adviser can promise the outcome.
A worked example (illustrative, not a client)
Andrei, 44, is a consultant who lives in Cyprus with his wife and two children. He is Cyprus tax resident, registered as Non-Dom, and wants a lawful second residence for the whole family outside the EU.
Company route: a free zone licence and a partner visa would cost the least, but he would have to enter at least every six months, run a second company with its own filings, and explain to Cyprus where it is really managed. That is a lot of machinery for a reserve door.
Golden route: he buys a flat in Dubai for AED 2 million and applies for the ten-year Golden Visa with his wife and children as dependants. He visits for a few weeks a year, stays well under 90 days, and is not UAE tax resident. He pays more up front, travels less and has a property to manage. Any rent is declared in Cyprus as well.
What stays the same: Cyprus remains his home, his tax residence and the place where his work is managed. The UAE is the second door, not the new base.
Who the UAE suits
Founders and investors who want a fast, modern, English-speaking second base with world-class flights;
families who want safety and international schools, and are comfortable as a respected minority in a Muslim country;
property buyers for whom an AED 2 million purchase makes sense on its own, so the Golden Visa is a by-product rather than the reason;
people with real business in the Gulf, India or Africa.
Who it does not suit
Anyone who wants a card without a real reason behind it. UAE residence ends when its condition ends.
Anyone hoping the card ends tax residence at home. It does not. For Germans there is not even a treaty to fall back on.
Anyone who needs a passport. Citizenship is by nomination only.
Anyone who wants European freedoms of speech and public conduct. The rules are different, and they are enforced.
Anyone on a tight budget. Rents, schools and thresholds are high for this series.
How it fits a European base
For most of our readers the main base stays in Europe. If that base is Cyprus, the order there does not change: housing, company, Yellow Slip, TIC (tax number), GESY, bank and, last, Non-Dom. Our guide to relocating to Cyprus walks through it; our Cyprus vs Dubai comparison weighs the two as a main base. As a second residence, the UAE sits beside Cyprus as an active hub rather than a quiet reserve. Compared with Mexico and Paraguay it costs more, but gives more: flights, schools, banking and a market. All English articles are in the blog.
FAQ
How much do I need to invest for a UAE Golden Visa?
For the property route, at least AED 2 million in one or more UAE properties, which can be financed by an approved local bank (in Dubai, check with the Land Department how much must already be paid). For public investment, at least AED 2 million in an approved fund or company capital.
Can I live outside the UAE and keep my residence?
With a standard residence visa, including the company visa, you lose it after more than 180 days in a row outside the UAE. Golden and Green Visa holders are exempt as long as the residence is valid.
Does UAE residence make me tax resident there?
Not by itself. The UAE looks at 183 days in twelve months, or 90 days with a residence permit plus a home or business in the UAE, or where your life is centred. Your current country applies its own rules.
Do UAE companies pay tax?
Yes. Corporate tax is 9% on taxable profit above AED 375,000. Qualifying free zone companies can apply a 0% rate to qualifying income only, if they meet strict substance and other conditions.
Can I get UAE citizenship?
There is no ordinary application route. Since 2021 citizenship can be granted to selected investors and professionals by nomination only.
